The Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL), was signed into law by President Biden on November 15, 2021. The law authorizes $1.2 trillion for transportation and infrastructure spending with $550 billion of that figure going toward “new” investments and programs. Funding from the IIJA is expansive in its reach, addressing energy and power infrastructure, access to broadband internet, water infrastructure, and more.

Purpose of this Webpage

The Department of Research and Development is assisting all County Agencies in identifying and pursuing appropriate funding opportunities under the IIJA. The IIJA has hundreds of authorized programs, but the County is not an eligible applicant for all of them. Research and Development has developed this page as a resource for County Departments.

Many infrastructure funds are formula grants to States, particularly in areas such as transportation and broadband. The Department of Public Works continually consults with Hawaiʻi Department of Transportation in the State's efforts to prioritize projects for formula funding. Research and Devlopment is an active member of the Statewide Broadband Hui in its pursuit of NTIA and other broadband funding sources.

White House Infrastructure Guidebook 

The White House's Infrastructure Guidebook is the official guide to funding opportunities under the IIJA. The guide includes information on each of the funding programs, including the amount of funding, eligible applicants, and anticipated guidelines. Note that when the guide was published, many funding program timelines and details were still in development, so while this guide is an excellent introduction to the funding programs, interested applicants should track funding opportunities through the various federal agency websites.

Fortunately, the White House's Infrastructure Webpage contains additional helpful information inlcuding a searchable database of all the programs with their details.
